A viewport tag with width=device-width, a responsive CSS signal, images that scale to the viewport, and no horizontal-scroll risk — the skeleton of a mobile page.

Readable small-screen text, 44px tap targets, a mobile navigation pattern, tap-friendly CTA buttons, and mobile forms with the right keyboards.
Does it feel finished?
